Hallo, I'm a disabled person (incomplete paraplegic, uses crutches to walk) and I own a skiboat. Due to the fact that my back was broken I am not able to launch my boat from the surf and I would like to know if there is a skippers license for launching a boat from a protected launch area example a harbor ect. If so, could you please supply me with someone that can assist me in obtaining a skippers license.

I've also have a buddy, Deon, (also disabled and a great fisherman) that wants to know where he can get his chair modified like the one in the attached sketch.
