INTRODUCTION

As the public trustee of the Nation's water resources, the National Government, acting through the Minister of Water Affairs and Forestry and his Department, must ensure that water is protected, used, developed, conserved, managed and controlled in a sustainable, equitable and efficient manner. With respect to water quality, its goal includes to ensure the fitness for use of our National Water resources for all recognized water use sectors, which include recreation as well as the natural environment.

Managing pollution incidents forms an integral part of achieving this goal. Thus, in order to ensure that the integrity of our water resources are maintained, efficient and rapid response to pollution incidents are necessary.

Therefore in cases where a fish kill and or pollution incident is observed, such an incident must immediately be reported to the relevant regional Office of the Department of Water Affairs and Forestry. The Deputy Director: Water Quality Management of that Office will attend to the matter and, if necessary, initiate the necessary steps.

The Department of Water Affairs and Forestry (DWAF) (Internet site: www-dwaf.pwv.gov.za) has adopted a participatory management approach to water resources management. In practice this means that the responsibility for water resources management is shared amongst Government Departments, private sector organisation, community based organisations and the general public. The DWAF believes that the general public at large has a crucial role to play in water quality management. By taking an active role in matters concerning the environment, the public can assist the Department in achieving its water quality management goals.

Thus the fostering of closer relationships between the various angling associations and DWAF, is encouraged, as such associations can only lead to positive outcomes, viz. the protection of our water resources and their eco-systems.
